Instagram Loses Encrypted DMs: The View From Civil Society

Civil society organizations around the world are responding to Meta’s decision to remove end-to-end encryption from Instagram direct messages. The change, confirmed for May 8, 2026, was disclosed through a quiet help page update. From digital rights groups to press freedom organizations, the reaction reflects deep concern about the implications for private communication.

Encryption on Instagram was introduced in 2023 as an opt-in feature following Zuckerberg’s 2019 commitment. Civil society had hoped the feature would eventually become the default. Meta’s decision to remove it entirely is a significant disappointment.

After May 8, all Instagram DMs will be accessible to Meta. For civil society organizations that work with vulnerable populations, this change creates real operational challenges. Activists, journalists, and aid workers who used Instagram DMs for sensitive communication must now find alternatives.

Law enforcement agencies including the FBI, Interpol, and national bodies in Australia and the UK had pushed for this change. Child safety advocates backed their position. Australia reportedly saw the feature deactivated before the global deadline.

Digital Rights Watch and press freedom organizations are calling for a reversal of the decision or, at minimum, the introduction of alternative privacy tools on Instagram. Tom Sulston argued that civil society organizations must work together to push back against the erosion of encryption standards. He and others are preparing coordinated advocacy responses to the decision.
