Putin’s Plea for Parallelism: Cap Your Nukes as We Cap Ours

President Vladimir Putin has issued a direct plea for parallelism to the United States, asking Washington to cap its nuclear arsenal in a parallel action to Russia’s own one-year voluntary limit. The move is an appeal for a simple, symmetrical approach to maintaining global stability.

The Russian action was presented as the first of two necessary parallel steps. Putin explained that his decision to adhere to the 1,550-warhead limit was a justified move to “avoid provoking a further strategic arms race.”

The plea for the second parallel step was unmistakable. Putin stated, “We believe this measure will only be viable if the United States acts in a similar manner.” This is a call for a direct, mirror-image policy from Washington.

The benefit of such parallelism, Putin argued, would be a more stable and predictable world. He suggested that if both nations march in step on this issue, it could create the right conditions for a “substantive strategic dialogue” and a broader normalization of relations.
